Digital engineering policy

What DoD Instruction 5000.97 asks of your program

DoDI 5000.97 (Digital Engineering, December 2023) makes models and digital artifacts the expected way to run defense programs. For primes and suppliers that turns three things into contract risk.

One authoritative model

The program's technical baseline lives in a model that requirements, architecture and verification all connect to. Reviewers navigate it, not a slide deck about it.

Deliverables that match the model

CDRL content comes from model data, so the documents you submit can't drift from the design you're building.

Interfaces the government can see

Typed interfaces and ICD views in the model are how a modular open systems approach gets shown at review, instead of asserted.

What we do for defense programs

The modeling work behind a clean milestone review

We work inside CATIA Magic / Cameo on your conventions and your schedule, alongside your engineers or on your behalf.

Architecture

DoDAF and UAF models

Architecture models in Cameo Enterprise Architecture that hold up as a government deliverable.

  • Operational, system and services views
  • Views built from modeled elements, not drawn
  • Delivered in phases your team can follow

Review readiness

SRR, PDR and CDR readiness

An outside read of your model against what the review board will look for, while there is still time to fix it.

  • Unsatisfied and unverified requirements found
  • Gaps closed with your engineers
  • Review-day walkthrough of the model

Interfaces

Interface models and ICDs

Logical and physical interfaces modeled once and shown as the ICD views reviewers expect.

  • Black-box and white-box ICD views
  • Connector, harness and pin-level modeling
  • Signals and flow properties checked for compatibility

Deliverables

CDRLs generated from the model

Data item content produced from model data, with tables and reports your reviewers can trace back.

  • DID requirements captured as model content
  • Compliance tables generated, not retyped
  • Custom report templates for your CDRL list

Digital thread

Traceability across tools

Requirements traced through architecture, analysis and verification, including requirements that live in DOORS or Jira.

  • Satisfy and verify coverage matrices
  • Requirement change tracking
  • Metachain tables that answer review questions

Your team

Train the engineers who keep the model

The same senior modelers teach your engineers SysML and Cameo, so the program doesn't depend on us.

  • Private cohorts on your schedule
  • Labs built on a program-like model
  • Bundles with any engagement

SysML model review

What we check before each technical review

A SysML model review reads the model the way your review board will. We check its content against the review you are preparing for, not just Cameo’s built-in validation rules.

ReviewWhat the board looks for in the modelWhat we check
SRRRequirementsA complete, consistent requirement set tied to stakeholder needs and mission use cases.Orphan and duplicate requirements, requirements with no source, use cases with no requirement behind them.
PDRAllocated baselineA logical and physical architecture with every requirement allocated and every interface defined.Unsatisfied requirements, untyped ports and flows, parts with no interface, ICD views that disagree with the model.
CDRBuild-to designDesign detail to the level the build needs, with a verification method for every requirement.Physical interfaces below connector level, requirements with no verify relationship, design changes not reflected in views.
TRRTest readinessTest cases that cover the requirements, traced and ready to execute.Coverage gaps in the verify matrix, test cases verifying nothing, requirements changed after their test case.

SysML architecture for a next-generation communications system

SysMLICD viewsCDRLsPDR → CDR
Challenge
The program owed the government a SysML architecture model with CDRL compliance tables at PDR.
Approach
We built the logical and physical architecture, allocations, black-box and white-box ICD views, configuration item models and CDRL compliance tables.
Result
Every CDRL requirement met at PDR. Government review passed with no technical rebuttals and deliverables accepted as submitted. A second increment carried the model through CDR.

DoDAF architecture model for a government deliverable

Cameo EA 2024xDoDAFSysML
Challenge
A defense technology contractor owed its government customer a DoDAF architecture model in Cameo, without in-house modelers to build it.
Approach
We built the model with their engineers in phases: modeling guidance, model files to DoDAF and SysML conventions, then diagrams developed from the modeled components.
Result
Three phases over nine months, each renewed on the strength of the last.
We successfully exited CDR today, thanks so much. Kevin was able to present the solution perfectly.
John Jones · Oneida Innovations
Their speed, deep model knowledge, and practical guidance allowed us to deliver a high-quality system model on time, which was ultimately accepted by the government.

Who does the work

Senior systems engineers, not a junior bench

Advanced degrees and certifications

Every practitioner holds a master's or doctorate in systems engineering, has more than eight years in the field, or both. The team carries INCOSE CSEP and OMG-Certified SysML Advanced credentials.

Defense program experience

Our modelers came up inside major defense primes and the U.S. Navy, so we know what a review board and a CDRL list look like from the inside.

Trainers to government engineers

We have taught SysML and Cameo to engineers at government agencies, an FFRDC and a Marine Corps unit.

For contracting officers and primes

Easy to put on contract

We work as a prime for small efforts and as an advisory subcontractor to primes. We strengthen your engineers rather than place full-time staff.

  • Purchase orders with invoices to your AP team, Net 30. ACH or card (3% card fee) also work.
  • Subcontracts and teaming with defined terms and a published rate schedule.
  • Published starting prices: hour blocks from $4,000, discovery from $8,000, co-development increments from $16,000. All engagement models →
  • Buying guide: SF-182, purchase order and vendor details on our how to buy page.
  • Unclassified, non-CUI work. If your data is CUI, tell us up front and we'll scope around it.

Questions

Defense program questions

Can you work with CUI or classified data?

Not today. We work on unclassified, non-CUI material. Many programs share a sanitized extract or an unclassified version of the model. Tell us up front and we'll scope the work around it.

Can we bring you in as a subcontractor?

Yes. We team with primes as an advisory subcontractor, with defined teaming terms and a published rate schedule. We strengthen your engineers rather than place full-time staff.

What are your NAICS codes?

541330 Engineering Services is our primary code. We are also registered under 541512, 541690, 541715 and 611430. CAGE 10EH9, UEI LTA9F8EQU9F5.

Our PDR is close. Can you still help?

Usually, yes. The free 30-minute model review tells you what is worth fixing in the time you have, and an hour block lets us start that week.

Do you build DoDAF or UAF models?

Both, in Cameo Enterprise Architecture. We build the views from modeled elements so they stay consistent with the SysML system model.

Which tools do you work in?

CATIA Magic and Cameo Systems Modeler, Cameo Enterprise Architecture, Teamwork Cloud, DOORS and Jira integration, and SysML v2 tools.

Getting ready for a milestone review?

Start with a free 30-minute model review. Bring your model, or just your plan, and leave with three to five fixes you can act on that week. It is also the fastest way to a written quote.
